It might not be meant to favour any particular team, but it does. The Flames draft fewer Europeans and more CHL players. That shouldn't penalize them in any kind of prospect rankings. The only thing that should matter is whether or not the players project to being NHL quality players, and how many of those a team has in their system.
If anything, a 26 year old player playing in Europe is LESS likely to become an NHL player than a player who is 23 and was drafted out of the CHL and developed in the AHL.
