It's a seldom-used designation that's very similar to the disabled list, which allows a team to add another player to their 25-man roster. Unlike the DL, which is for a minimum of 15 days, BL is for a minimum of three days and a maximum of seven days - in other words, a special exemption that allows a team to replace a player who needs to leave the team following a death (and I assume there are qualification rules - sibling, parent, close relative, etc.).
Due to its nature, it is not used very often and some teams don't bother to fill the roster spot with a call-up. But it comes in handy when a team only carries 4 outfielders, like the Jays.
Gross has really struggled in Syracuse, btw... he hit his first home run since spring training this past weekend.
