So I do not think it is worth it to spend money on winter tires which provide significant benifit on 2 days a year and moderate benifit on a few others and on the vast majority of days little benifit. I would rather spend the extra money on road clearing then on winter tires.
You could also say we should not allow rear wheel drive cars on the road because they handle far poorer in the snow.

We're already there. There have been at least 3 or 4 days now where only Crowchild/Deerfoot/Glenmore etc are clear. The residential streets have enough snow on them to warrant snow tires.
Add to that the day of/day after the 5-10 snowfalls we will get and we're looking at a hell of a lot more than 4 days.
