Having lived through identical situations in Vancouver, I'd say Vancouver does a much better job.

umm...how often does Vancouver ever actually deal with this and when they do are you really trying to tell me that their city does not get even more backed up? I have never lived there but whenever I watch the news and Vancouver actually gets a snow storm the entire city gets shut down.
