Having lived through identical situations in Vancouver, I'd say Vancouver does a much better job.

Exactly my point. It is not economically feasible to have enough sanders, plows and personnel to clear something that happens twice a year in the speed you are saying is acceptable.
I am sure Vancouver does a much better job. How many similar storms do they have a year? Would that number make it more viable to have a larger fleet of sanders and personnel?
