This is a good time to remind people to have an emergency plan for your car. Many of us have garages and don't think anything of wearing just a medium jacket on that 30 seconds walk to and from the car. Be sure to have a few extra layers of clothing in the car, a few candles and a lighter (you'd be amazed how much warmth 1 candle gives in a freezing car), energy or candy bars, bottles of water (most will have room to expand for freezing), boots if you normally don't wear boots, hats, mitts, etc.

Several years ago I was in a situation where I had heated parking at home, and could warm up my car at work before leaving. I ended up getting stranded outside in -35 weather (Winnipeg) wearing just a suit with a suit jacket. I was so cold by the time I got home that I went to take a bath to warm up, and the cold water coming out of the tap felt like it was burning me.
