Some elements of the budget would be in the Throne Speech for sure the budget would be leaked by then and the opposition would be responsible for defeating it.
As conservative as I am, I can't see the GG proroguing parliament because the PM has no friends and is afraid of losing his job (plus there is a coalition ready to govern). Prorogation is there for emergencies like war or a natural disaster, not because a PM is scared of losing his job.
Harper really really messed up this time and I don't think anyone can save him.
