Maybe the coalition couldn't agree amongst themselves, which courier to use to send his speech to ctv?
The Bloc probably demanded a French courier company be used, the NDP probably demanded the use an unionized courier company, and the Liberals are waiting to see which courier company gives them the biggest kick-back.
