Nope, they had a parlimentary expert on CTV last night who was insistant that the GG cannot deny a prime minister who is going to use ProRogue to shut down parliment. Once Harper makes that decision, her only role is to grant the ProRougue and then recall Parliment on the date choosen by the Prime Minister.
