Steve promised in the election (based on the budget in place before the election) that we would not run a deficit. This is because of the "realistic" scenario that he had planned. Because of his "conservative" budget estimate. He had not even filled his existing fiscal room according to him (therefore he would not even need to make cuts, so great was his budgetary prowess) and he had flexibility built into the budget so that if there was a downturn, so he could
guarantee (as he did) that we would not head into deficit.
It appears that that entire quote from Steve was rubbish
