They do not have a surplus today, they had one on as of the end of August. There is a big difference there. Today they are in a deficit position.

I'm not sure you really understand how all this works. The budget that we are currently running on was in place before the election. Therefore it has nothing to do with any election promises. The conservatives are currently trying to pass a new budget that will cut spending and therefore prevent a future deficit. Unfortunately, the liberals, NDP and bloc will not pass it. Don't blame it on the ones who are trying, blame it on the ones who are more interested in the chance to gain power than what's best for the country.
