Isn't it parliamentary convention that when one member of a party is unable to vote, a corresponding member of the opposing party agrees not to vote?
I thought this happened all the time? Sure it's a bit of a bigger deal due to the stakes, but I'm pretty sure arrangements are made all the time for counter-voting.
