I've done some work on the design and construction of a couple large arenas and what you have to remember is that these are very early design drawings and are meant to show the structure and overall form of the building, not all the amenities.
You can see when the view is from up above the arena that the two large grey rings around the main bowl would have to be an upper and lower concourse and the concessions, washrooms etc. would most likely be along the inside of the concourse, similar to parts of GM Place for those that have been there.
If this design was taken farther, the exterior of the building would have significantly less glass (at the concourse level anyways) and you probably would see very little, if any, of the main bowl through the concourses from the outside.
I can't say I'm all that wild about the idea of having a street running underneath the arena with shops, restaurants, etc. It looks OK on paper, but I think in actuality it would look like a dark, depressing concrete tunnel in Edmonton in February.
