I agree with the moral arguement and that's why I pay everyday. My point was there's economic incentive to avoid paying and increased fees will also increase this avoidance.

Ahhhh, but with the parking lots, they have all day to check and make sure you paid. Oh yes. They'll certainly do a leave your ticket on your dash system.
