I believe it was growing past pre-strike levels.

A quick look at average attendances shows six teams averaging over 40,000 fans, and 18 averaging over 30,000.

In 1993, Four teams averaged over 40,000 (the Jays and Rockies over 50,000), and 12 teams over 30,000.
