The problem is that the only way to avoid going over the Reserve's land is to build straight over the western edge of the reservoir, right over the Weaselhead Park area, which is a designated natural preserve. Every time it has been suggested to do that, there have been howls of protest from people who want to protect the Weaselhead.
The Reserve starts at 37 St and extends out to Bragg Creek, so going around the Reserve to the west isn't really a viable option.
