They have an actual ghost draft department - that department is active and acts as if there is a draft, so to speak, at all times. If and when a draft order came, regardless of how difficult it was to get that order, a draft could start immediately.
It all came out in the aftermath of 9/11 when the secret 2nd/mirror/ghost government was briefly activated (well, it is always active, but it was enabled, so to speak) as an emergency precaution.
