Here's a story that has a lot more details. He was turned over to immigration, and immigration ruled that he should be kept in custody, but another immigration official released him. It sounds to me a lot like one individual's error, rather than something systemic in the justice system. As well, it seems that he's been cooperating with the police and immigration officials since his release.
