I wonder if this is the IRB decision that found against him in his claim for refugee status? Although the claimant is cited as Mr. XXXXX, the decision was rendered in October 2000 in Vancouver, the man failed in a refugee claim that was under review, and he was found to be a member of BK. A lot of similarities there...
