Itse, yeah a 2-CD limit is arbitrary. If you were to state your case as you've just done, I'm sure the Commish would approve it. The rule is there to prevent someone from picking a boxset consisting of a band's entire career.
Like troutman said, this is for fun. Drawing a hard line with insistence on following rules to the letter isn't.
