yea, that's pretty much why the SEC is just better. The west coast doesn't produce the quality of players that the south and Texas does. California has some good programs and lots of great players ... certianly the reason SC does well, but CA recruits travel well and scatter themselves around the country.
Texas players stay in the BigXII, and for the most part stay in Texas (or Oklahoma).
Players in the South stay in the south. They play ball all year long, in a culture that is football, football, football. 14 year old club teams there have their own planes and play other club teams 8 months of the year. On the west coast they play football then they surf and lay back, it's a very different culture around sports so I just can't see the PAC10 ever being on the same level as SEC or even the BigXII.
