Not that I agree with the method, I would imagine that in the situation, the worst thing you could do while a police officer is trying to pull away your resisting buddy, is to put your hands on the cop.

It looks like to me that the cop went over the line, but in that sea of green, and as an authority figure, you can't know what's going to happen. Maybe the guy was just trying to get the cop's attention, but put his hands a little to close to the cop's gun. Doesn't look intentional, but with the cop's back to the fan, I'm sure all he felt was the tug at his vest.
