I go to the one by the cemetary on a daily basis, at different times of day. Sometimes it is dead, other times as many as 25-30 dogs there. It is not large in the sense that you can go for a 45 minute walk through the park. (not without covering the same ground)
But spend 45 minutes of your dog playing fetch or with other dogs will give him plenty of excercise; which what it is all about.

I understand the reasoning behind the on-leash bylaw, but here is my rant about off-leash areas.

I would never dream of taking our dog to a playground with small kids. Yet people bring their small kids to off-leash dog areas to run free; then freak out when junior gets knocked over by two dogs playing with one another.
I usually try to take my dog there early afternoon, I'm off work by 4 and it takes me 10 minutes to get home, so I find this to be the ideal time. After 6 most days is when it's the most crowded. I agree with you about the kid thing, especially when some kids are terrified at the mere sight of a dog.
