Heres a grey area though, camping.
I'm in a generic campground, say Carsland. Is it a by-law that I keep my dog on the leash, or park rules? Because it seems to me that all the dogs I see camping that are not on the leash are very well behaved, and regardless of "park rules" I have never heard of a fine being issued.

Unless it's a city owned campground bylaws don't apply in this case.
If it's a provincial or Parks Canada campground then there likely are laws that govern this.
If it's a privately owned campground then leash laws wouldn't apply.
