I don't think the issue (or the bylaw) is "endangering". The issue is "taking a dump on the field that is designed for humans to play baseball on".
Now clearly no CP poster/dog-owner would ever think to not pick up their dog's feces, but not everyone is as noble and virtuous as this crowd.
And besides that, if I was to play baseball on a field that dogs were allowed on, and I had a 100% guarantee that all dog feces had been picked up by conscientious owners, I really don't know if I'd be completely satisfied.
"Sure, dogs crap all over that field all the time, but the owner had a Safeway bag on his hand, and he picked it up".
It's just not comforting to know that it was "picked up".
In fact, I'd go so far to say it's discomforting.
Discomforting in the same way it would be if I went to visit someone for the weekend and they said "you can sleep in the spare room. I ate too much Taco Bell and had an accident in there last night, but I washed the sheets, so it's all good".
