I would fight the ticket, but that's just me- I'd probably fight any ticket. Firstly, no signs. Second, no one else around so who are you endangering? If you are a responsible pet owner, then it shouldn't matter if TECHNICALLY there are no dogs permitted.
Of course, this is how I feel about driving- if there are not many other cars around, why can't I go faster than the limit? I guess that is where my philosophy lies, whereas a lot of people on this board think that the law has to be followed right to the letter.
Honestly, I get so mad at cops and bylaw officers, and even rent-a-cops, who think that each little thing matters. If it doesn't hurt anyone, and nothing bad could possibly happen, then don't even worry about it. Be reasonable.
I am thinking about getting a dog, and to be honest, if a bylaw office gave me a ticket for that, I'd fight it 100%. Especially considering the other evidence you have told us about.
