But I wonder how many drug dealers, gang members, etc. that they happen to catch because they are also out serving arrest warrants. For example, let's say a drug dealer has a dog, and he hasn't renewed the license. So the police show up with an arrest warrant, and right in plain sight is a drug scale. The police had reason to enter his house; to serve the arrest warrant. They see the drug paraphernalia, and either get another warrant to serve while the person is being help, or do a further search.

Point taken... I can see that scenario playing out.
I guess my big beef was that the ######bag basically waited outside my house for the tags to expire so he could ticket me, I'm being sarcastic of course but it was not a long time expired, I have forgotten to re-register my plates for longer period of time and be given a warning. Additionally the ticket was given even though I explained to him about not being the actual owner...
Now apparently (according to another post) they are not allowed to give warnings, I have my doubts about that but assuming its fact, fine write me the ticket... does not giving warnings also mean not telling people "oh by the way if you don't pay this on time an arrest warrant will issued in your name" pretty sure I would have followed up on it with my roomy had either of us known the consequence of inaction. As it was we were under the impression the ticket was a lot like the issuer - a joke.
