why not just let him go with a warning since there was no one around. Why don't they try to educate people about the bylaws? Send stuff out with renewals of licenses or when they sign up for a licence. I have never recieved anything from the city regarding that.

People have a responsiblity to educate themselves. Clearly the original poster has a computer. Could he not have educated himself on the bylaws?
