Why is it always "perfect" for law abiding citizens. It just annoys me to all end when someone labels me like that. Yes, I won't signal sometimes when switching lanes boo frickity hoo. But when it comes to this SINGLE bylaw that we are discussing here, then yes, label me perfect... but don't label me perfect when it comes to other things. Being ignorant of the law or trying to stray from being perfect doesn't give you the right to ignore a bylaw.
It's not really the fact that people sometimes ignore the laws that gets me... it's when they complain about it after the fact when they are in the wrong that irks me.
Say his dog is a good distance from him, perhaps fetching a frisbee or stick he just threw. Now let's say a kid wanders into the park edge, perhaps making lot's of a noise which attracts said dog. Owner of dog didn't take dog to obedience school quite yet, so dog naturally will go check out the kid. Kid get's frightened and perhaps the dog feeds off that and bites.
It's happened. Moreso if you don't include the bite. It doesn't take much and this is why the bylaw is there, especially around parks.
