For every dog owner like you, there's a guy doing 120 on Deerfoot who'd say the same thing about the real cops.
The point is, laws & by-laws exist for a reason, just count yourself unlucky this time and deal with it.
Again, I don't mean to sound harsh, but if you can afford to have a dog, a hundred bucks isn't gonna break your bank. Just put your buddy on a leash or go to an off-leash park next time.
