its kind of surprising how many states are in heavy financial debt... for instance here in illinois, we use shady math to stay afloat. our state constitution mandates that we have a balanced budget... so recently they have started borrowing money from various state retirement funds... the state owes itself a ton of money. its all fuddled up.
