Not quite accurate.
Vancouver didnt just get to bid by itself. Canada's olympic organizations first had to agree to make a bid, and Vancouver had to convince them that it was the best location for the games.
If Toronto wins the 2008 Olympics, Vancouver's bid is dead.
As it is,
1996: North America
1998: Asia
2000: Australlia
2002: North America
2004: Europe
2006: Europe
2008: Asia
2010: North America.
And given how many games have been held in the US lately, the IOC might have gotten tired, and Vancouver may have been given an advantage specifically of where it is.
