Not sure exactly what you're getting at, but if you haven't been to LA before In-N-Out burger is a MUST and I highly recommend Del Taco. They are both everywhere and both should fit your budget. Bars? No clue other than the mainstays like The Whiskey. I haven't lived there in 16 years now so all the places I went are probably gone....and none of them were anywhere near West Hollywood because I'm not insane.

All the beaches are good really. They all have something to offer. If you're looking for atmosphere, go to Venice. If you're looking for women go to Orange County. If you're looking for surf go to Malibu and points north.
