Here is the letter sent to me by the Haskayne registrar's office:

We are aware of the concerns regarding our course offerings for this
academic year. The demand for our upper-division courses in a number of
areas was unforeseen. As you know, Haskayne does not place caps on how
many students may choose the majority of our concentrations. As well,
changes to concentrations can be made throughout a student’s time at
Haskayne. As such, the unexpected number of students in certain
concentrations combined with our timeline for scheduling courses has led
to these problems.
We understand the frustration and concern that this has presented to a
number of you. Please know that we are working on these issues now for
Winter 2009 and beyond.
We are working at analyzing the expected enrollment numbers and will
better meet your needs in the future. While we are likely unable to give
you the exact course at the exact time and day that you may want, we will
strive to assure that courses you need to continue towards graduation are
available.
