You make it sound like he was engage but didn't have enough information. In fact, Administration officials were briefed on the severity of the threat and the did nothing about it. It just wasn't a priority.

Bush got the information he wanted in order to justify a decade long desire by top officials in his administration to invade Iraq and spread US influence into the region.
WMDs, terrorism, etc, were excuses not reasons.
