Shaw, and others like Bell, wanted to charge $1.50-$2.50 for the channel because of the cost to provide it. However TSN wants it to be included as a TSN package so if you get TSN1 you get TSN2 with it for free.
Please keep in mind this is just the word from people within the industry nothing actually confirmed on why by Shaw, as far as I know.
