I bet Rick Bell lives in the boonies. He's just ticked because he wants to use the bridges on a regular basis, but being at the Calgary Sun office doesn't allow him to do so.
Plus, he probably couldn't find a space big enough in that area to park his 40-foot long SUV that consumes 3 gallons of fuel a second.
Sounds like a bitter, ultra-conservative old timer to me.
