It's not the first time this has happened anyway.
Saw on the news yesterday that Chretien did it in 1995, Mulroney did it around the time he was trying to push through the Meech Lake Accord, and Trudeau did it during the FLQ crisis.
Personally, I see nothing wrong when a nations democratically elected leader feels the need to address the nation.
