While we do not know for sure how much Martin or his staff knew about the problems within the gun registry - as well as HRDC - I believe it is a very long stretch to assume they were completely ignorant of these financial misappropriations.
That kind of money simply doesnt go missing without someone catching on.
The point is that Martin either didnt know, or didnt care, and neither excuse makes him look good, especially when he proclaims a moral right to govern.
