I'm pretty sure that's not what he meant. There are many jobs that pay min. wage and the employees never once in their life receive a tip. In high school I worked pumping gas back in the full serve days and I received no tips at all (save x-mas) when you would get the odd loonie here and there. That's a crap job when you're in -25 weather with ice and wind beating off your face while you are doing things that a mechanic should be doing, especially when you aren't qualified lol.
I get in trouble from my fiance' and parents come to town because I tip too large. I only tip large if the service is good however. I still tip when the service stinks but I tip very little. As for the pizza making sidebar going on here...I never tip when picking up my pizzas. I believe that is their job is it not...to make the pizzas? I am not saying it isn't hard work but where does it end? Do you tip the guy/gal at Subway for making a sub? Wendy's for making me my spicy baconator? They too also have to make stuff/clean/handle cash.
I dunno, the whole issue is pretty well circumstantial for me.
