I say at a minimum you should always cover your tip out so I go 5% for bad service. I don't tip for the attractiveness of the server but will tip greatly for the friendlyness of a server. I also tip more if the kitchen is terrible and behind and the waiter/waitress is working really hard keeping everyone happy. I think that when a server is really busy and your individual service is suffering you shouldn't punish your server for bad scheduling by the restraunt so I give a little extra
