I've never seen "Billable Hours", but after looking at some stills from the series on the web I'd have to say you're probably right. The eyebrows especially are pretty distinctive.
While searching to see if the commercial's credits could be referenced, there were quite a few links leading to offended vegetarians. Apparently they don't like to be mocked...
