Criminals, no matter how small the crime, have failed to fulfill this obligation, and as such are removed from society for a time. During this time of removal, criminals should be offered the chance to be rehabilitated, however, if at the end of their sentence a panel of experts deems that they are likely to violate another person's rights, how can it be acceptable to the rest of society that this person be released?
