My friend's been ticketed there. I try to be careful and I hit 160 half-way up the hill before I come over the crest where a cop might be. Then I go into the far left lane, shift to neutral, and coast the rest of the way with all the speed and momentum I have to make up for the gas I wasted accelerating up.
I'd never do 160 once my car is visible from the top, they usually campout a little bit down from that parking lot for Nose Hill Park on the far right lane and if you're in the far left and already just coasting slowly, it's likely, they won't get you.
Of course it's faster going down but I don't like that do that because it's harsh on the breaks once you hit that intersection. Going up, I lay off the gas right when I hit 160 and I let gravity slow me down and chances are, the intersection at the top of the hill is green and I can coast around that too, while the John Laurie and Shag intersection is 75% going to be red for 2 minutes.
The cops aren't there because generally, accidents don't happen there but sometimes they go there to fill quotas I suppose.
