Tradition, mostly. I think in this case, a Conservative minority out of this election would remain the government unless defeated in a confidence motion. At that point, the government could either resign, handing power to the opposition, or request a new election. If it happened right after the last election, the GG might refuse a new election and hand power to the opposition anyway.
Formal coalitions really do not exist in Canada.
