I read about this in Metro this morning. I didn't catch the part then that he was "likely to kill" but caught that he was a high risk to reoffend for sexual assault.

Either way, too bad our justice system allows someone who has served his time but hasn't been rehabilitated out of prison. They need changes in our justice laws to add terms like XX years in prison but release subject to satisfatory passing of psychological assessments. If they don't pass then they aren't allowed out even though they served their time. If they do, they are released and hopefully get back on track and contribute to society. Some people just cannot be rehabilited and as far as I am concerned can rot in jail for the rest of their life.
