I disagree on this not being the drivers fault though. Sure he didn't cause it... but ultimately the responsibility is always on the driver of the vehicle to ensure the documents are proper. We'll have to agree to disagree then - this looks to me to be a textbook example of where disrespect for the law is increased by applying it inappropriately. I'm not arguing that he didn't break the law, I'm arguing that discretion should have had the officer simply let the offender off with a warning, as clearly from the original commentary this incident left a lasting - entirely negative - impression on an already peeved citizen. Do that enough times and you end up with a police department like LA's - respected by few and viewed with hostility that makes their jobs that much harder.
