Courts have held that police can pull drivers over to check the driver's license and insurance, to check the sobriety of the driver and to assess the mechanical fitness of the vehicle. These decisions were usually found in the context of checkstop or R.I.D.E. programs but have similar random spot check stops have been upheld in other circumstances.

But that expired insurance card violation is pretty lame in my opinion. I'm not sure what justification there is to mandate expired cards be destroyed. Odd.
