I think this depends on their inner-belief systems of those people and how they value themselves etc. Lets say an anonymous handsome, fun, smart man has low self esteem, well he may not have a sense of deservedness enough to land the woman of his dreams you know? He doesn't "believe" he can do it. So he settles for a woman who others think is less attractive than him, and they wonder. Same with women, although a mans behavior can affect a womans attraction more so than his looks.
