Have you restarted the computer that can't connect?
Oh, and a NIC is a Network Interface Card, it is where you plug the network cable into on the back of your computer.
When you check the address on the computer that can't connect and it starts with 169.xxx.xxx.xxx.... well this sucks to get rid of sometimes. If restarting your computer doesn't get rid of this address and get you an address from your router, try turning the cable around... a dumb trick that shouldn't make a difference but it works. (by turning the cable around I mean plug the end that is in the computer into the router and vice versa for the end that was in the router)
